i don't think it's possible. but looking for mods maybe iran will be included in one of them.

Which Command & Conquer? The original one ("Tiberian Dawn")? or the Latest one "Tiberium Wars". In the Zero:Hour add-on for Command & Conquer Generals, there's a USA mission, in which you need to "liberate" the fictional "Amisbad" oil fields in Iran and destroy a GLA base there.

The following are instructions on how to install a C&C Generals or Zero Hour map downloaded from Generals World.
Note: The latest version of WinZip is recommended, but not required.

1. Open the compressed folder (.zip file) of the map you have downloaded from Generals World.
2. Extract all the files to your Maps data folder. This folder is located in your My Documents folder.
* For C&C Generals:
o The maps data folder is My Documents\Command and Conquer Generals Data\Maps
+ On Windows 98/Me systems, the complete path to this folder is: C:\My Documents\Command and Conquer Generals Data\Maps\
+ On Windows 2000/XP systems, the complete path to the folder varies. The basic path is always: C:\Documents and Settings\[User Name]\My Documents\Command and Conquer Generals Data\Maps\ where [User Name] is your login user name.
* For C&C Generals: Zero Hour:
o The maps data folder is My Documents\Command and Conquer Generals Zero Hour Data\Maps
+ On Windows 98/Me systems, the complete path to this folder is: C:\My Documents\Command and Conquer Generals Zero Hour Data\Maps\
+ On Windows 2000/XP systems, the complete path to the folder varies. The basic path is always: C:\Documents and Settings\[User Name]\My Documents\Command and Conquer Generals Zero Hour Data\Maps\ where [User Name] is your login user name.
3. Each compressed folder (.zip file) should already contain a folder of the same name as that of the map you downloaded. Thus, when you extract the folder, a new folder of that name should be created inside of the Maps folder.
4. Start up Generals or Zero Hour, go into Skirmish or Multiplayer and select Unofficial Maps. The map you just downloaded should now be listed.

Generals and the Zero:Hour expansion create a folder named "Command and Conquer Generals Data" and "Command and Conquer Generals Zero Hour Data" respectively in your "My Files" folder. In both those folders, there's another folder called "Maps". If you move your custom maps into these folders (I think that Zero:Hour can read "plain" Generals maps but "plain" Generals can't read Zero:Hour maps) they should be visible in your custom maps option in Skirmish and multiplayer mode. It's probably the same for C&C 3 Tiberian Wars. For older C&C games, I think you need to look for a maps folder somewhere in the main game folder and move the downloaded maps there.

I think Iran would fall into the GLA faction.

C&C Generals Zero Hour is a cool game, hope they make a new installment soon.
