Why do Arab Israelies in Haifa get hit by HA?

Just watched a CNN report. An interview with an Arab Israeli who was about to leave his home of 23 yrs. He mentioned the following issues:

a) Most Israeli artilary is situated close to their neighborhood. When HA targets the Israeli launchers, many of their rockets lands in the close by Arab neighborhood. The Israeli Arabs have complained to their government about the proximity of their artilary with no result.

b) Many of the arab villages in northern Israel lack the basic Sirens to alert them of incoming missiles.

c) There are very limited number of bomb shelters in the Arab neighborhoods.

They were refused authorization to go, and went anyway. Israel reason to believe there was weapon smuggling. You think Hezbollah vehicles are marked with a nice yellow flag?
