SECURITY COUNCIL RESOLUTION BLOCKS IRANIAN STUDENTS FROM STUDYING CERTAIN FIELDS

Washington DC, October 26, 2006 - A new United Nations Security Council (UNSC) draft resolution aiming to punish Iran for its nuclear enrichment program contains language that would target Iranian students by prohibiting certain types of specialized teaching or training of Iranians. NIAC obtained a copy of the draft resolution which is yet to be introduced from an Arab news network earlier today. Authored by the US, UK, France, and Germany, the seven page resolution contains several targeted sanctions intended to block the transfer of sensitive technology, goods, or equipment to Iran for her nuclear or ballistic missile programs, but the passage of academic prohibition provisions could prevent Iran’s best and brightest from gaining access to international institutions of higher learning and scientific knowledge.

Weeks after the detention and deportation of visiting scholars from Iran’s Sharif University in California, US and EU representatives at the UN will now seek to block Iranian students from the benefits of certain academic knowledge considered sensitive, although the vague wording of the language does not identify specific academic subjects for sanctions consideration.

At issue is a loosely worded operative clause (number 15) of the draft resolution, which stops the international community from transferring knowledge of “disciplines which would contribute to Iran’s nuclear and ballistic missile programs,” to Iranian nationals. Another measure limits foreign scholars from giving specialized training to Iranians. (Click here to see copy of the draft resolution)

Whereas the draft resolution’s academic sanctions are aimed at isolating and containing Iran’s nuclear and ballistic missile programs, the unspecified definition of the types of “disciplines” involved is likely to create confusion about suitable applications of the resolution. The ambiguity of the language could also add an extra layer of discrimination against Iranian students and scholars throughout the world.

Currently, because of US visa regulations, Iranian students and visitors wishing to travel to America must already embark upon an arduous application and screening process. Even after gaining approval to enter the country, many Iranians have been targeted and turned away at US entry points without explanation, as was illustrated with the Sharif University episode.

If the draft resolution’s academic sanctions provisions are approved, they could apply added pressure to all countries to follow a similar model, affecting certain Iranian youths wishing to attend foreign universities. What is more, depending on the interpretation of the resolution’s language, all Iranian students (not just engineers or physicists) are likely to experience added scrutiny and suspicion as a result.

The rest of the draft resolution focuses primarily on targeted travel bans and asset controls to prevent international support for nuclear or missile development within Iran, although it exempts the development of Iran’s Bushehr I atomic reactor, which is financed by Russia, from sanctions consideration.

Multilateral sanctions against Iran have been debated by the US and its European allies since Iran failed to suspend its uranium enrichment program by the August 31 UN Security Council deadline. Seeking to avoid protests from Tehran’s allies--Russia and China-- and oil price shocks, Secretary of State Condoleezza Rice expressed earlier this year that any drive for sanctions against Iran from the US would target Iran’s military and nuclear programs and not the Iranian energy sector.

Iran’s response to a conditional package of incentives offered by UNSC members and Germany (the P5+1), contained an offer to suspend its atomic program on a temporary basis. That offer did not gain traction and Iran has since withdrawn it. The current draft resolution contains language encouraging Iran to accept that the P5+1 package, indicating that a negotiated settlement remains possible.

...They can just easily make their own schools. Even better for Iran and less dependency. Also, Russia didnt agree to this. Russia is also very advanced in science, the other day i heard they discovered a new element for the reference table.

hahaha.....................these stupid guys thought we got things and science and knowledgs from them!!!!!!!! we were 27 years on sanctions.....1- a sanctions that usa told all world....2- a sanctions that they did it againts us without writting and saying..... we were always in heavy sanctions...dont worry and no diffrences hahahahaahahahaha

Cut me a break....If a US puppet was never in power in Iran (Shah), Iran would be as sad as a lot of other Mideast countries.

what this shah did for us??????he gave us an empty country on everythings.....the ony thing helped us in some years were the weapons he bought in some years.....but thouse weapons had limite and after some years they were some trash......

His father did.
Iran was doing fine until US toppled Mosadegh & Iranian democratic move.
